Hunter Biden, the son of former US President Joe Biden, has announced plans to release a new meme-style digital currency called LAPTOP. Who will get the coins?

According to the *Wall Street Journal*, a total of one billion coins will be created. Of these, 200 million, or 20%, are expected to be distributed to subscribers to Hunter Biden's newsletter on Substack, members of an email list, and investors in the Official Trump digital currency , known as TRUMP.

TRUMP's value has fallen by about 97% from its highest level, which was recorded in January 2025.

The connection to Biden's computer

The name LAPTOP refers to Hunter Biden's computer, whose existence and contents were heavily scrutinized ahead of the 2020 election, in which his father was running against Donald Trump.

The case continues to be brought up by many right-wing media figures. Hunter Biden has also filed two lawsuits related to privacy laws.

Since his father left the presidency in January 2025, Hunter Biden has spoken out more forcefully about digital currencies and the technology behind them. He has criticized the Trump family's activities in the space, through World Liberty Financial.

In August, he called the company “corruption on a scale we’ve never seen before,” comparing its business practices to those of the bankrupt exchange FTX and citing its ties to foreign governments, such as the United Arab Emirates. In June, he also said that decentralized digital currencies and blockchain technology are the inevitable future.

What can be done with the remaining coins?

The founders of LAPTOP reportedly hold 30% of the total supply. According to the information, they may permanently withdraw up to 30% of the coins, depending on the development of events such as:

  • the election of a Democratic president in 2028,
  • Bitcoin reaching a new all-time high,
  • the possibility that the total value of LAPTOP will exceed that of TRUMP.

The debate over digital currency rules

The potential launch of LAPTOP comes as Congress considers a broader bill to regulate the digital asset market.

The Digital Asset Market Clarity Act, known as the CLARITY Act, is scheduled to come up for a vote in the Senate on September 15.
